The company will be signed with the Uttarakhand Electricity Department (UPCL) for selling electricity. Under the scheme, 100 percent loan can be obtained from the bank for setting up a power plant. Uttarakhand Pirul Power Generation Scheme
The Uttarakhand government has started trying to produce green leaves known as cedar trees – pine needles to reduce their quantity in the forests as they catch fire very quickly. For the last few years, forest fires have been wreaking havoc in the forests of Uttarakhand, occupying several hectares of land and even killing people and animals. Scientists say the main culprits behind the spread of such fires are pine needles – known locally as pirul.
As part of this move, the government has issued letters of award to 21 companies that will set up new power plants for power generation as part of the state’s power generation plan. These companies will generate a total of 675 kW. Uttarakhand Power Corporation Limited (UPCL), the only state-owned power distribution company in the state, will sign separate power purchase agreements (PPAs) with these companies to purchase power at the rate of Rs 7.54 per unit. The largest Pirul plant with a capacity of 125W is being installed in Dunda block of Uttarkashi district.
Pirul Power Plant Application Conditions
- To set up a power plant of 100 kW capacity, it is necessary to have 1000 square meters of land.
- Under the scheme the application fee will have to be deposited at Rs 11,000.
- In the process of setting up a power plant after filling the application form, Rs 25,000 per 100 kW will have to be paid.
- If you want to take advantage of the scheme by taking land on lease.
- So within 9 months of the application, you have to show the documents of lease of land in the office of Ureda.
- If the lease paper of the land for planting the plant is not shown within the stipulated time period. So the application amount will not be refunded to you.
Cost of Power Plant in Uttarakhand Pirul Power Yojana
- The cost of setting up a 25 kW power plant is about Rs 25 lakh. Which can produce 1,40,000 units of electricity per year.
- The cost of setting up a 10 kW power plant is about Rs 11 lakh. It would require 2 to 3 employees to do electricity generation work from this plant.
- For setting up a power generation plant from Pirul, one has to apply online through the website of UREDA- Uttarakhand Renewable Energy Development Agency.
- After this, bidding will go for setting up Pirul power plant. In the bidding process, the bidder will be allowed to set up a power plant to sell power to UPCL at the lowest price.
- The maximum price for selling electricity to the Uttarakhand government is Rs 5 per unit.
- After getting permission to set up a power plant, 100 percent amount will be obtained from the bank in the form of loan to set up the plant.
- After using the power generated from the plant in its premises, it can be supplied to the grid of UPCL. This will fetch around Rs 7.2 lakh per year from UPCL.
- Apart from this, subsidy amount of 25,35 or 40 percent will be provided by the Industries Department depending on the location and capacity of the power plant.
- Permission to collect Pirul to be consumed at the power plant will have to be obtained from Uttarakhand Forest Department, after which Pirul can be collected by paying the villagers at the rate of around Rs 2 per kg.
Benefits of Pirul Power Generation Scheme
- Chief Minister Trivendra Singh Rawat is taking a keen interest in power generation through Pirul and believes that pine needles have the potential to generate revenue and create employment opportunities in the hills which are badly affected by widespread migration.
- Pirul can generate electricity which in turn can create employment opportunities.
- Under this policy, the government has set a target of generating 1 MW by 2019, 5 MW by 2021 and 100 MW by 2030.
- State Energy Secretary Radhika Jha said. Meanwhile, the government will pay Rs 1 per kg to those who collect and supply Pirul from the forests.
- Already, Haryana-born Rajneesh Jain has set up a small plant to generate electricity from Pirul in Berinag area of Pithoragarh district. It is believed to be the first such plant in the hill state.
- In this, along with energy fuel, the state will be helped to prevent forest fire, there will be greenery in the forests and protection of biodiversity.
