Female candidates residing in villages are often barred from availing facilities for education, communication and skill development. To provide these facilities and to help women belonging to minority groups, to develop their leadership qualities and participation, the government has prepared Nai Roshni Yojana in all parts of the country.
We know the status of women in the country, especially the status of women in backward and minority sections is pathetic and worrying as much as men. In such categories, women have to face discrimination in matters of food, education, health before birth and later. Today, due to the circumstances like getting married at a young age, women are far behind from their age. If the country has to develop, women will have to be empowered. With the same thinking, the government has created the PM Nai Roshni Scheme for minorities. The meaning of PM Nai Roshni Yojana is to connect the women of the minority sections of the country with the development of the country and empower them mutually. Under this scheme, different works have been created for women.
Objectives of Nai Roshni Scheme
- To provide knowledge, tools and technology education for interaction with government systems, banks and other institutions at all levels.
- To build trust and empowerment among minority women from other communities living in the same village / locality.
- Empowering women from minority communities and stepping them out of their home and community boundaries.
- And to take leadership roles and collectively or individually, to access services, facilities, skills and opportunities.
- As well as asserting their rights, in addition to claiming their due share. Development benefits of the government to improve their lives and living conditions.

Features of PM Nai Roshni Scheme
- For the empowerment of rural and minority candidates – implementation of welfare scheme will help in the development of the condition of poor women in the rural areas, who fall in the minority sections. Empowerment will be done through proper training.
- Type of training – Under the scheme, organizations will provide residential and non-residential training to the candidates.
- Number of beneficiaries – As per the government report, the scheme was launched with the goal of catering to 50,000 women. As time progressed, and the plan began to hit the ground, the target also increased.
- Duration of training and number of candidates – All non-residential training shall not last more than six days, but residential may be longer. There should be a maximum of 25 candidates in each batch.
- Coverage Area – The scheme was implemented in two states to begin with, but then, eight different areas were brought under the scheme. Those states are West Bengal, Assam, Punjab, Andhra Pradesh, Gujarat, Kerala, Uttar Pradesh and Rajasthan.
- Implementing betterment through training modules – Another interesting feature of the plan is that all development activities and programs will be based on the training module. These will be made based on the local needs of the region.
- Stipend for trainees – All trainees will receive training under the scheme, allowance will also be given by the government. This is to encourage the participation of women. Apart from this, arrangements for crèche and food will also be provided.
Eligibility Criteria for Trainees under Nai Roshni Scheme-
- Age limit – Earlier it was underlined that women between 10 years and 35 years were eligible to participate in the program, this was later changed and now the age limit to apply for the scheme is 18 to 65 years is.
- Should belong to minority community – As the program is designed for the development of backward caste women, all minority communities will be allowed to apply to receive benefits.
- Income limit – It is highlighted that the annual income of the candidate or family should not be above the 2.5 lakh mark, otherwise the candidate will not be allowed to apply.
- Must have BPL certificate – The scheme has been implemented for the betterment of poor women. Only those applicants who fall in the BPL category will be selected.
Criteria for Selection of Organization under Nai Roshni Scheme
- Only those organizations which are dedicated and motivated to promote the betterment of women will be allowed entry under the scheme.
- Organizations must have been working for at least 3 years and should have all the necessary legal documents.
- Only those agencies will be allowed to provide audited statement of last 3 years. Also, there should be no deficiency in the account.
- All local level organizations, which have been involved in developmental activities or programs for women, will be given priority.
- The presence of trained and experienced instructors is a must. If the training requires residential facilities, it is mandatory for the agency to accommodate 25 trainees. Otherwise they will not be selected.
Implementation Process of PM Nai Roshni Scheme
- For proper implementation of Nai Roshni Yojna, the selection of agencies or organizations will be done directly by the Ministry of Minority Affairs.
- Special projects or training schemes by the trainers of the organization will be implemented in rural areas which are covered under them.
- All the responsibilities associated with the implementation of the scheme, in a particular area, will rest on the shoulders of the agency which has been elected by the government department.

Here you have to enter your “NITI Aayog Unique ID” and “PAN Number” and click on “Submit”.

Now a registration form will open in front of you.

Here the information like name, address, region, pin code, date of registration, registration code, type, contact details, organization’s achievements, extent of organization etc. should be typed correctly.

The name and description of the CEO and VP of the organization should also be provided.

After doing this, one has to click on the button marked as “Generate OTP”.

This will generate a 4 digit code and it has to be typed in the appropriate field. Then finally click on the “Registration” button.
Training Modules under Nai Roshni Scheme
- Digital Literacy – It has been decided by the authorities that digital literacy assistance will be taken to meet the needs of women and provide them better opportunities to develop skills.
- Area Based Training Module – The requirements of each field differ from the other. Thus, some training modules will be built to meet the needs of specific local areas. This will be done in the local language.
- Health and cleanliness of the area – Other aspects that will be taken care of are related to the health and sanitation of the village area. Module construction will require input at short time intervals.
- Empowering the educational sector – Educating women is the main objective and training modules will be designed accordingly. It is underlined that AV media will also be used to disseminate the case study. All these will make the entire program more complicated.
- Consultation with other agencies – For better construction of the module, the Authority will also consult with private agencies, if required and. All modules will be implemented only after approval from the Approval Committee.
- Other aspects of the module – Other aspects of the training module are related to the Swachh Bharat Scheme, which develops the life skills of the candidates and the legal rights of women.
