“Online filing of property and land will be rejected or mutation”. Let me tell you that the government has now made this process completely online. If a person has to have the filing dismissed, he has to use the online medium. The Department of Revenue and Land Reforms has decided to start this by expanding the “Dakhil Kharij Mutation Online” service. The department has expanded this to maintain transparency in the rejected promises filed in the convenience of common citizens and ryots. After the online service starts, offline filing will not be rejected. The department has claimed that people will not be required to visit offices when the online service is introduced.
You can apply for “Online Dakhil Kharij Mutation of Land-Property” by visiting the website of Land Reform and Revenue Department of your state government. In the online filing, the transfer of property is done in the name of one person to another. You have to register to get the filing rejected online. This process should be done, after which the person becomes the owner of the property. Even after this process is done, records are made in the works of the Revenue Department, in which your name is shown as the owner of the land. If the filing in your name is not rejected, then you cannot take electricity or water connection on that land.
What is Dakhil Kharij or Mutation
There are two sides in the sale and purchase of any land or flat or property, a seller and a buyer. It is also called the nomination of land or property. Our country is very large, so it may be that different provinces have different names. For more information read the following facts.
- In common parlance, the process of transferring a property from one person to another in the mutation revenue records is called dismissal or mutation.
- It is very important to get the property filed, because only then a person is legally able to own his land.

- Property registration / registration is a process and mutation is another.
- A person’s name comes on the record as the owner of a property only because of the filing or mutation. If the filing is not dismissed or mutation, then any connection of electricity or water bill can be obtained by taking possession letter from the corporation or authority or concerned office.
- आम बोलचाल में, म्यूटेशन राजस्व रिकॉर्ड में एक व्यक्ति से दूसरे व्यक्ति में संपत्ति को स्थानांतरित करने की प्रक्रिया को बर्खास्तगी या उत्परिवर्तन कहा जाता है।
- संपत्ति को दाखिल करना बहुत महत्वपूर्ण है, क्योंकि केवल तब ही कोई व्यक्ति कानूनी रूप से अपनी जमीन का मालिक बन सकता है।
- कुछ लोगों का मानना है कि चलो जमीन को पंजीकृत कराएं। मतलब सब कुछ हो गया, यह मानना सही नहीं है।
- संपत्ति पंजीकरण / पंजीकरण एक प्रक्रिया है और उत्परिवर्तन एक और है।
- फाइलिंग या म्यूटेशन के कारण ही किसी व्यक्ति का नाम किसी संपत्ति के मालिक के रूप में रिकॉर्ड में आता है। यदि दाखिल खारिज या म्यूटेशन नहीं है, तो बिजली या पानी के बिल का कोई भी कनेक्शन निगम या प्राधिकरण या संबंधित कार्यालय से अधिकार पत्र प्राप्त करके प्राप्त किया जा सकता है।
Documents Required for Dakhil Kharij Mutation
1. if the cell is deeded
- A photocopy of the document of the registered land or property (sale deed)
- Indemnity Bond on fair value stamp paper
- Affidavit or affidavit (two types – first notary and second related to declaration of property tax)
- Updation of all types of revenue / rent / property tax etc. ie submission of up-to-date receipt
- The entire chain of the property i.e. who sold it and who bought it, etc.
2. If the lord of termination has died, then
- Original copy of death certificate
- A photocopy of the will or succession certificate
- Indemnity bond on fair value stamp paper
- Affidavit issued by Notary Public
- Up-to-date receipt of property tax or rent, etc.
3. Apart from this, there are many other mutations like – Conveyance Deed / Agreement to Sell; Relinquishment of Property Duly Registered with the Sub-Registrar’s Office, Gift Deed, etc.
Note – Pay attention !!! Submit these documents to your respective Revenue Office / Property Tax Office and the concerned officials will give you all the information related to your property (Property / Land).
