History of adult education in India
The concept of adult education in India has brought significant changes in the coming decades. Below is how the concept and purpose of adult education has changed over time.
Pre-independence adult education
In the late 1880s, the British government in India began to prioritize educated adults about illiterates, even for fewer jobs. Thus during the 1860s, the concept of night school for adult education was introduced. The idea of a night school actually originated in England and so did its impact on India. Sometimes, after 1917, night schools received grants and funds from the government.
Between 1916–1917, Madras had 707-night schools, around 17, with 606 pupils enrolled. Similarly, during the same period, Bombay had 111-night schools with enrollment of 3197 pupils. In addition, the state of Bengal had 886-night schools with 18,563 pupils.
Sir M. founded a very prominent literacy program in colonial India. Visvesvaraya did it in Mysore. As an effect of the program, approximately seventy thousand adult literacy classes were established from 1851 to 1868. This was the period when the concept of a prison school, Drs. Was introduced by Walker. Agra Jail had 1 jail school with a 2000 enrollment; Bombay Jail has 21 schools with an enrollment of 1257.
The state of Punjab witnessed an extensive adult education campaign during 1921. Within the next six years, night education classes across the state enrolled at least 100,000 adults. These classes and programs were funded by the Government of the State of Punjab.
Subsequently after the 1937 provincial elections and the formation of various ministries, many states began implementing adult education programs.
Post-independence adult education
After independence and on the recommendation of the Saxena Committee constituted to assess the state of literacy in India, the government announced a target to make at least 50% of adults literate within the age of 12 to 50 years.
According to official records, during 1947–1951, approximately 5 lakh adults participated in literacy programs through 2000 classrooms. There was a separate program for army personnel. The government spent around 3.8 crore rupees on adult literacy programs during that period.
After 1951, adult education was included in the Five Year Plan and later financial assistance was allocated for schools, classrooms, libraries, training of teaching staff etc.
An amount of Rs 5 crore was allocated for adult education during the first five-year plan (1951–1956). This money was spent on various schemes like model community centers, Janata College, integrated library services, improvement in library services, development of schools, training of teachers, etc.
The second five-year plan saw an allocation of Rs 15 crore under various heads of adult education. Out of which 5 crore rupees were to be spent as per the requirement in the previous five-year plan, while the remaining 10 crore rupees were to be spent on the community development program. The government had taken this step to actively involve the community in adult education and make necessary propagation of its vision through all means.

National Literacy Mission
The National Literacy Mission was launched on 5 May 1988. The then Prime Minister Shri Rajiv Gandhi, the National Literacy Mission was inaugurated to establish in every Indian, basic education skills.
The National Literacy Mission (NLM) seeks to address the shortcomings of the National Adult Education Program (NAEP). The NLM was designed after assessing flaws in NAPE.
NLM intends to launch regular literacy campaigns across the country in a phased manner. One of the main objectives of the mission at the time of its organization was to educate 80 million illiterates in the age group of 15 to 35 by the end of the year 1995.
NLM differed from NAEP in many ways; One of the most prestigious was that it involved youth and other volunteer agencies to achieve their goals.
National Education Mission
The National Education Mission was launched as a centrally sponsored scheme on 8 September 2009. The mission included four other schemes – Sakshat Bharat, Sarva Shiksha Abhiyan, National Medium Education and Teacher Training Program.
The mission targeted adult education as well as women’s education. It was specifically designed for students over 15 years of age. It aimed to provide education to 70 million Indian adults (as of 2009), including about 60 million women.
