Uttarakhand government has launched Mukhyamantri Swarojgar Yojana for migrant laborers for which all migrant laborers can apply / register online or offline. Under the Mukhyamantri Swarojgar Yojana, loans will be given by the government through nationalized banks, regional rural banks, state cooperative banks and other scheduled banks to start their own industry. All the migrant laborers will have to visit the official website of the government for online registration / application for Mukhyamantri Swarozgar Yojana. To apply offline for the scheme, one has to download the application form or registration form and go to the bank and submit it along with all the documents.
Under the Mukhyamantri Swarojgar Yojana, the Uttarakhand government will encourage the entrepreneurs and migrant Uttarakhand people of the state for self-employment. Under this scheme, loans will be available for projects worth Rs 25 lakh in manufacturing and up to Rs 10 lakh in service sector. Chief Minister Shri Trivendra Singh Rawat launched the Mukhyamantri Swarozgar Yojana at the Secretariat on Thursday.

The Mukhyamantri Swarozgar Yojana aims to provide self-employment opportunities to the youth and promote reverse migration, especially entrepreneurs returning to Uttarakhand. This Chief Minister Self Employment Scheme will encourage skilled and unskilled artisans, handicraftsmen and unemployed youths to start their own business. The scheme will provide loan facility through nationalized banks, scheduled commercial banks and cooperative banks.
Eligibility for Uttarakhand Chief Minister Self Employment Scheme
- The age of the applicant under this scheme should be at least 18 years.
- Educational qualification is not required.
- Under the scheme, financing facility will be available in the industry, service and business sectors.
- The applicant or his family member will be benefited only once under the scheme.
- Selection of beneficiaries will be done on first come first serve basis, depending on the project feasibility on receiving more applications.
- Applicants, General Managers and District Industries Centers can apply online and manual applications.
- The applicant may not have previously availed any other self-employment scheme operated by the Government of India or the State Government within the last 5 years.
- Applicants of Scheduled Castes / Tribes, Minorities, Other Backward Classes, Ex-servicemen, Women and PwDs will have to provide a certified copy of the certificates issued by the competent authority special category along with the application form.
How much loan will be provided under self-employment scheme
- The maximum cost of project in the manufacturing sector will be Rs 25 lakh and the maximum cost for the service and business sector will be Rs 10 lakh.
- As per the MSME policy, the maximum limit for margin money in classified category A will be 25 percent of the total project cost, 20 percent in category B and B and up to 15 percent of the total project cost in category C and D as margin money.
- Margin money will be adjusted as grant after successful operation of the enterprise for 02 years.
- Under the scheme, 10 percent of the project cost by general category beneficiaries while special category beneficiaries will have to submit 05 percent of the total project cost as their own contribution.

Uttarakhand Mukhyamantri Swarozgar Yojana to promote reverse migration
The UK Chief Minister’s Self-Employment Scheme has been launched specifically for youth returning to the state and returning migrants amidst coronovirus (COVID-19) lockdown. In this scheme, skilled and unskilled laborers, handlooms, weavers and migrant laborers will be benefited which in turn will promote reverse migration.
The eligible applicants will be provided margin money grant through Nationalized Bank, Scheduled Commercial Bank, Co-operative Bank. This will create employment opportunities in manufacturing, services and business sectors
Implementation of Chief Minister’s Self-Employment Scheme
To implement this scheme successfully, Directorate of Industries under the MSME Department of Uttarakhand will be the nodal agency. At the district level, the District Industry Center will implement the plan.
