In an expansion of the Mission for Protection and Empowerment for Women, the Cabinet Ministry has launched a new scheme, the Pradhan Mantri Mahila Shakti Kendra Scheme 2020. It has been launched in support of women empowerment in rural India. Along with this scheme, the central government has planned to expand all other schemes for women empowerment in the recent future. The central government has already allocated the budget for the next two financial years for this scheme. This new sub-plan has been targeted to be implemented from 2017-18 to 2019-20. Pradhan Mantri Nari Shakti Yojana will be conducted by the Ministry of Women and Child Development.

Pradhan Mantri Mahila Shakti Kendra Scheme Details

On 22 November 2017, the PM-Modi-led cabinet ministry approved the “Mahila Shakti Kendra Yojana”. The scheme will focus on women from rural areas of backward districts. Along with this scheme, the cabinet also said that Beti Bachao Beti Padhao scheme, a stop center scheme for sexually abused women and 7 more schemes will be extended in future. Under this scheme, rural women will be empowered through community participation so that they can realize their full potential.

Features of PM Mahila Shakti Kendra Yojana

The Mahila Shakti Kendra Scheme has the following characteristics.

Objective – The main objective of this scheme is to raise the standard of living of women. Through the implementation of this scheme, saving of girls and beginning of their lives, their primary as well as secondary education and overall quality of life will be improved.
Extension of Beti Bachao Beti Padhao Scheme – With this scheme Beti Bachao Beti Padhao will also be extended. The cabinet said that currently the BBBP scheme is running in 161 districts and soon it will reach 640 districts in India.
One Stop Center – Cabinet Ministry has confirmed that about 150 One Stop Centers for women will be set up in different districts. These centers will be beneficial to avoid sexual harassment cases. They will be provided medical, psychological, legal and police protection under these centers.
Helpline – There will be a 24-hour helpline for women in 36 states and UT. They can call the helpline number anytime and ask for help.
Volunteer – The government has targeted volunteers in this scheme. The scheme will involve more than 3 lakh students, who are called Swayamsevaks and will help implement it at the grassroots level.
Mahila Police Volunteer Scheme – Apart from these schemes, Mahila Police Volunteer Scheme will also be extended. Currently, the scheme is in force in only 10 districts in 5 states in India. 65 districts will be covered after extension.

Implementation of Mahila Shakti Kendra Scheme

Through the new sub-plan Mahila Shakti Kendra or Nari Shakti Yojana, nation and state level institutions will provide support through government’s technology on all issues related to safety and empowerment of women and child malnutrition, education, health and rights. At the same time, the Mahila Shakti Kendra will provide support in successfully implementing the umbrella scheme called Women Safety and Empowerment Mission, including district and block level Beti Bachao Beti Padhao scheme in 640 districts. The block level committee will consist of the following members.

Four members of colleges run in the district / block
District Representative
A government representative of the block
Two representatives of women self-help groups

Will be helpful in reducing violence against women.
Malnutrition and health of women and children will improve.
There will be increased awareness among rural women about their rights.

Block Level Work of PM Mahila Shakti Kendra (PMMSK)

Gathering women to improve group at Rama level.
To encourage the participation of women in the functioning of Gram Sabha, Panchayati Raj Institutions and Anganwadi Centers.
Simplify the process of spreading the information of government schemes and programs by the workers to the rural women and motivate and help the women to get involved in the schemes related to their development.
Helping women in preparing necessary documents like Aadhar card, residence certificate, income certificate etc. for enrollment in government schemes and programs.
Assisting District Level Women’s Center (DLCW) in promotion and dissemination of Beti Bachao Beti Padhao scheme.
Simplify the grievance redressal system by the efforts of platforms like Panchayat, One Stop Center, Village Health, Sanitation and Nutrition Committee / Village Health and Nutrition Day (VHSNC / VHND).
Co-ordination of Mahila Shakti Kendra activists (staff) with civil society organizations (SISOs), NGOs (NGOs) working in the same area for assistance on risky opportunities.
Identification of rural women from government, civil society organizations, Panchayati state institutions working in the livelihood sector related to violence, education, finance, health and nutrition in the state against women and children.
