Key points of the Delhi Electric Vehicle Policy 2020

  •     Features:
    •         It enhances the replacement of existing auto rickshaws and state-run buses with e-autos and e-buses. It will also ensure that delivery-based services operated in the city are operated by e-mobility.
    •         It talks of raising the road tax for fuel-based vehicles, at least in the luxury segment and imposition of congestion charges in parts of the city, which will give an exemption to EVs.
    •         It has a ‘scrapping incentive’ for those who want to make the switch, allowing them to exchange the old fuel-based vehicle when purchasing a new EV, which will further reduce its cost.
    •         The government will also provide low-interest rate loans to those wishing to purchase commercial EVs.
    •         The policy also provides subsidy and road tax and registration fee exemption for EVs purchased in the capital.
      •             Currently, road tax ranges from 4% to 10% of the cost of the vehicle, while the registration fee can be up to Rs. 3,000.
      •             In addition, a subsidy of Rs. Battery capacity up to Rs 5,000 per kWh. 30,000 will be given on the purchase of each EV.
      •             For the first 1,000 e-cars or electric four wheel vehicles, a subsidy of Rs. 10,000 per kWh will be given, capped at Rs. 1,50,000 per vehicle.
    •         These grants will be in addition to the subsidy provided by the central government under its FAME India Phase 2 scheme, which provides similar incentives, particularly on the purchase of electric two-wheeler and electric heavy passenger and freight vehicles.
    •         A state EV fund will be set up covering all the expenses of EV policy. A State Electric Vehicle Board will be set up for effective implementation of the policy and management of the fund. In addition, a dedicated EV cell will also be formed.

  •     The Delhi government will also provide an incentive for purchasing an electric vehicle by selling the old vehicle.
