Ministry of Youth and Sports Affairs Start Khelo India State Centre of Excellence (KISCE) to Better India’s Olympic Performance

The Ministry of Youth and Sports will set up the Khelo India State Center of Excellence (KISCE) under the Central Government Kheto Scheme. One KISCE will be identified in each state and union territory as part of an effort to create a strong sports ecosystem across the country. In Phase 1, the Ministry of Sports had identified state-owned facility reports in 8 states of India for the development of KISCE. This includes Karnataka, Odisha, Kerala, Telangana and the northeastern states of Arunachal Pradesh, Manipur, Mizoram and Nagaland.

The process of selection of these sports facilities started in October 2019. Each state and union territory was asked to identify the best infrastructure available with them, their agencies or any qualified agencies that could be developed into a world-class sports facility.

Khelo India State Center of Excellence (KISCE) by Ministry of Sports

To upgrade the existing center to KISCE, the central government will extend “feasibility gap funding” in sports science and technology support for sports disciplines practiced at the center. It will also bridge the gaps in the need for sports equipment, specialist coaches and high performance managers. The Ministry of Sports will have extended support for the development of the Khelo India State Center of Excellence for the Olympic Games. Support in sports science and allied areas may be increased in other sports disciplines run by the center. In 1 batch, the following sports facilities will be upgraded to KISCE: –

  •     Sangi Lahen Sports Academy, Itanagar, Arunachal Pradesh
  •     Jayaprakash Narayan National Youth Center, Bangalore, Karnataka
  •     GV Raja Senior Secondary Sports School, Thiruvananthapuram, Kerala
  •     Khuman Deepak Sports Complex, Imphal, Manipur
  •     Rajiv Gandhi Stadium, Aizawl, Mizoram
  •     State Sports Academy, IG Stadium, Kohima, Nagaland
  •     Kalinga Stadium, Bhubaneswar, Odisha
  •     Regional Sports School, Hakimpet, Telangana

States and union territories will run KISCE and build the capacity to convert it into a world-class sports facility. In addition, states and union territories will be responsible for all aspects of the management of the KISCE center, including boarding, lodging and maintenance. The funding for significant gaps like specialist coaches, support staff, equipment, infrastructure will be extended through the Khele India scheme.

KISCE needs to be setup for better India’s Olympic performance

The Khelo India State Center of Excellence is being established to enhance India’s excellence in the Olympics. Government. Each state in India is focusing on incorporating the best sports facilities available in academies of world standard. Here athletes from across the country would like to receive training in their specific disciplines. The sports facilities at the KISCE centers have been identified after thorough analysis by the government committee.

This initiative of KISCE will tap talent from across the country and provide training to transform them into elite athletes. These athletes can win medals for the country in all major international tournaments and especially in Olympics. The 8 new KISCE centers will get the grant based on the actual amount finalized as per the requirement indicated after extensive gap analysis study.
