The Ministry of Tribal Affairs (MoTA), the central government, in partnership with Facebook has launched the Going Online as Leaders (GOAL) program. The GOAL program is designed to provide mentoring to tribal youth through a digital mode. This digitally enabled program will act as a catalyst to discover the hidden talents of tribal youth. All tribal youth can now apply for the target online. Either Mentor or Mentee can fill the application / registration form at goal.tribal.gov.in.
Being online as a Leaders (GOAL) initiative will help tribal youth in their personal development as well as contribute to the all round upliftment of their society. Education is an important intervention that will open the doors to a better world. GOAL is a digital literacy and mentorship initiative that is at the foundation of this motto.

Apply Online As Mentee for GOAL
Mentees and Mentors are required to register on the portal (goal.tribal.gov.in), which will be open for two months from 4 May 2020 to 3 July 2020. There is an online process to apply for tribal youths as mentini under the Goyal program. :

- Now, the Mentor Registration Form for GOAL Programme will appear
- Here applicants can enter all the required details accurately and click on the “Submit” button to complete the process of filling the mentor registration form for the GOAL program.
The Ministry of Electronics and Information Technology (MeitY) has been requested to associate CSCs (Common Service Centers) for the convenience of ST youth who do not have a smartphone for registration with the GOAL Tribal Portal.
GOAL program requirement for tribal youth
In view of the challenges posed by the COVID-19 epidemic, digital literacy has gained importance. MoTA’s partnership with Facebook through the GOAL program will provide a platform for tribal youth and women to move forward in life. This target program intends to empower and empower 5,000 tribal youth in the current phase. This will help harness the full potential of digital platforms and devices to learn new ways to do business, explore and connect with domestic and international markets. Digital skilling and technology will integrate tribal youth into the mainstream.
Designed to be online leaders with a long-term vision to develop the ability to help tribal youth and women gain skills and knowledge through mentorship in various fields. This includes horticulture, food processing, beekeeping, tribal arts and culture, medicinal herbs, entrepreneurship. Starting with 5,000 people, the GOAL program can be extended to cover any tribal person who shows a keen interest in mentoring to achieve their goals.
The content and content of the target plan
The intent and content of the GOAL program is unique and impressive. The program will go a long way in creating an environment for empowering tribal women by connecting them to the digital world and using digital platforms to hone their talent. The target program will be successful towards enabling ST youth to become financially independent. The program showcases affirmative action that will go a long way to reduce the gap between tribal and non-tribal youth and promote the participation of tribal youth in Rashtrapati Bhavan.
Preservation of tribal culture of India through GOAL tribal initiative
MoTA is dedicated to preserving India’s tribal culture and enhancing the competitiveness of our tribal communities. So at this point, the government. Through Phase 2 of our tribal youth by building a learning and training platform that will build greater entrepreneurial capacity of our tribal youth which will connect 5000 tribal learners with experienced mentors. The GOAL program will ignite several tribal enterprises that will be created by alumni of the program.
Total beneficiaries of target program
In this program, 5000 Scheduled Tribe youth (called “Mains”) will get an excellent opportunity to get training by experts from different disciplines and fields (called “Mentors”). There will be 1 mentor for 2 mentors. The program aims to enable the youth of Scheduled Tribes (ST) in remote areas to use digital platforms to share their aspirations, dreams and talents with their gurus.
Mentor / Mentee selection in the GOAL program
Both Mentally and Mentors will be selected on the basis of their input in such a way that it represents tribal youth of various occupations and from urban and rural areas across India. Central Government. And Facebook has designed an IT based system to match mentors and mentality so that they are from the same profession and preferably speak the same language. All selected mentors will be engaged in the program for the next 9 months or 36 weeks.
Core Areas of 36 Week GOAL Programme
These 36 weeks will have a 28-week internship followed by an 8-week internship. The GOAL program will focus on 3 main areas which are given here: –
- Digital literacy
- Life skills
- Leadership and entrepreneurship
The main focus will be on areas such as agriculture, arts and culture, handicrafts and textiles, health, nutrition. At least 250 fellows who are receiving scholarships from MoTA under the National Scholarship and Fellowship Scheme and are part of the tribal talent pool will also be referred through the program.
What will Selected Mentees Get in GOAL Scheme
All selected mentors will get smartphone and internet access (for the next 1 year) by Facebook. They will also get exposure on various external forums which will give participants an opportunity to showcase their entrepreneurial skills and leadership abilities. An attempt will be made to integrate the program with other government schemes such as: -.

- Kaushal Vikas Yojana
- Jan Dhan Yojana
- Skill India
- Start Up India
- Stand Up India
This will enable the participants to take advantage of the opportunities provided under these government schemes. The GOAL program will create awareness among tribal beneficiaries about various schemes launched by the Central and State Governments for the welfare of STs as well as their fundamental duties.

Here are the important features and highlights of going to the Online Leaders (GOAL) program: –
- GOAL is a joint initiative of Facebook India and Ministry of Tribal Affairs (MoTA) of the Central Government.
- About 5,000 young tribal entrepreneurs, professionals, artisans and artists will be trained on digital skills under the Digital Entrepreneurship Program.

Facebook ran its own GOAL project on a pilot basis with 100 bases and 25 mentors across 5 states from February 2019 to October 2019. The event received enthusiastic response and was a huge success. Therefore, Facebook approached MoTA for a joint initiative under affirmative action and helped Facebook in selecting mentors, design courses and various activities under the program.
