National Health Agency Guidelines on RAN Scheme

The NHA is the apex body for the implementation of the Ayushman Bharat Health Insurance Scheme. According to medical advice, if the suggested treatment is not covered under the approved list of AB-PMJAY packages, Rs. Financial assistance up to 15 lakhs can be provided to AB-PMJAY beneficiaries. This additional support amount will be given from Umbrella National Health Fund Scheme. AIIMS and NHA wrote to the Ministry of Health that patients deprived of treatment under AB-PMJAY can be included in the RAN Umbrella Scheme.

Now all those patients who were suffering from serious illness were refused treatment under PMJAY. These diseases include blood cancer, chronic liver disease and essential organ and bone marrow transplants. Not all of these diseases are mentioned in the 1,393 medical packages mentioned under the Ayushman Bharat Scheme. So from now on, treatment for these serious diseases will be covered under the National Health Fund (RAN) scheme.

Earlier in November 2019, the Ministry of Health rejected the proposal sent by NHAI and AIIMS. The Ministry of Health had previously suggested to NHA that the procedures under PM-JAY be considered to include transplantation of organs. Apart from this, the ministry also suggested raising the ceiling of Rs. 5 lakhs per annum, so that only eligible patients under PM-JAY can avail facilities under Ayushman Bharat Scheme.

The National Human Rights Commission recently sought a report on complaints about patients holding BPL cards saying they were not receiving RAN benefits. Further, this report mentions that those who had availed the AB-PMJAY scheme and even if they were suffering from life-threatening diseases, which cost more than Rs. 5 lakhs, they are not covered under the Ayushman Bharat Scheme. Therefore, the Ministry of Health has revised the guidelines in the interest of poor patients so that they can pay Rs. To avail cashless treatment. 15 lakhs in the case of fatal diseases. These include patients in need of a kidney transplant, bone marrow or liver transplant and are suffering from treatment due to being PMZA card holders. All these will now be covered under the National Health Fund Scheme 2020-21.

All welfare policies of the Central Government. The poor are meant to benefit people, so they should be reviewed in a timely manner. Policy makers and bureaucracy should be empowered towards their beneficiaries. Responsible doctors should also be vigilant about such things.
