Information about “Artist Pension Scheme and Welfare Fund Statement” launched by Ministry of Culture, Government of India. Kalakar Pension Yojana & Kalyan Kosh Details – On the death of the pension recipient in the Artist Pension Scheme, the said financial assistance can be continued at the discretion of the Central Government after checking the financial status of the dependents. The mode of payment, in case of death of the recipient, financial assistance will be as follows:
- For Spouse: – Lifetime
- For dependents: – Marriage or employment or till the age of 21, whichever is earlier.
The KPY scheme will cover the following two types of requests.
- Existing beneficiaries under the 1961 scheme.
- Fresh cases of writers, artists, etc. who are eligible for grant under the scheme.
Withholding Allowance of Kalakar Pension Yojana & Kalyan Kosh
The government may stop the allowance under Artist Pension Scheme for the following reasons.
- The scheme will be discontinued if the financial income of the recipient of the allowance exceeds Rs 4,000 per month.
- The Government may also, at its discretion, terminate the allowance by giving three months notice to the receiver of the allowance.
- The recipient of an allowance can waive his right to receive allowances by giving written notice to the government.
- In such cases, the allowance will be discontinued from the date of the letter of release by them.
Eligibility for Kalakar Pension Scheme
- Traditional scholars have made significant contributions in their fields, despite the absence of any published work.
- The applicant’s personal income (including the spouse’s income) should not exceed Rs 4,000 per month.
- Applicant age should not be less than 60 years
- Artists for the intervening period are award winners (state award winners or national awardees) and who can prove their source of earnings from art activity to a large extent. Will be eligible to apply during their active age.
- Such applications should be recommended by the State Government and actually inspected by an organization of the Ministry of Culture before being presented to the Expert Committee.
Artists who are below 40 years of age and who want to claim artist pension in future, should register themselves immediately under the Atal Pension Scheme. From the year 2035, that is, 20 years after this date, when the benefits from the Atal Pension Scheme will start. Then no new application will be considered by the Ministry of Culture. Because the applications will be included under the Atal Pension Yojana.

Selection Process
- The names of the eligible candidates for the pension of the artists will be decided by the Central Government on the recommendations of the Expert Committee set up by the Ministry of Culture based on the availability of funds and financial status of the applicants etc. The cases of all recommended candidates will be placed before the Minister in charge of the Ministry of Culture for approval.
- In view of the recommendations of the State Government / Union Territory Administration, the financial instrument and the prominence of the applicants, the quantum of assistance to be given and the decision to receive the award under the center-state quota can be taken by an expert committee nominated by the Ministry of Experts. Culture, Government of India is subject to availability of funds.
- After ascertaining the financial status of the applicant, the “central quota” on the recommendations of the expert committee and the amount of assistance from the recipients of the award will be decided by the central government. Such cases will be compulsorily placed before the Minister in charge of the Ministry of Culture for approval.
